PERSI now funded by brightsolid.com

brightsolid.com (no caps) is the powerhouse UK pioneering internet company and a leading online technology and publishing business. PERSI, an acronym for PERiodical Source Index, is a product of the Allen County Public Library in Ft. Wayne, Indiana with over 2.5 million citations to genealogy articles in over 15,000 publications with the Allen County Public Library adding about 100,000 a year. PERSI has previously been funded by Ancestry.com and most recently by Heritage Quest. Announcement of the change was made some time ago in an article entitled "PERSI scopes out genealogy journals" on July 14, 2013.

The Allen County Public Library is now working with brightsolid. Quoting from the article:
Not only does the contract keep the index going, but Brightsolid hopes to do something no American firm has been able to do: Link the index to the full text of the article.
The article goes on to explain:
Because of copyright laws, providing the article would require getting permission from every publisher, difficult at best. But Clegg said Brightsolid has been able to do it in the United Kingdom and believes it can use its model to do so here.
brightsolid is apparently ready to do all the work to bring these now hard-to-find and harder to obtain publications to the Web.
